MC Library Master Plan
FY 22 - FY 24
The Montgomery College Library FY 22 - FY 24 Master Plan is positioned within the framework of the MC2025 Strategic Plan, the Academic Master Plan, and the College's mission, vision, and values. This multi-year roadmap defines our key priorities for FY 22 - FY 24.

Succession Planning and Staff Investment
- Goal 1.1: Collaborate with HRSTM to recruit for all vacancies and develop a continuity of operations
plan.
- Status: Ongoing. 90% of vacancies were filled in FY22. Additional recruitment is ongoing.
- Goal 1.2: Develop a long-term succession plan for all library divisions.
- Status: Not Started.
- Goal 1.3: Adopt an environment of continuous professional development, seeking opportunities
from internal and external resources that correspond to our vision, goals, and annual
action items.
- Status: Ongoing.
FY23 Priorities:
- Access Services goal: Create new and update current processes and workflows for the Access Services division where respondents indicated lower confidence with their functional competencies, primarily in the areas of technology, online chat service, and information seeking behaviors related to electronic resources. As a result of the Alma-Primo migration, common workflow practices across the three campus libraries within the division will be identified to ensure consistency of job functions. Onboarding and training materials will be adopted for new hires and employees interested in cross-training for other functions and duties.

Expand the MC Library’s reach through updated technology in instruction, support,
remote library services, and student-centered user experience initiatives
- Goal 2.1: Develop and manage curriculum-driven collections.
- Status: In progress. Hybrid textbook program is complete. Additional efforts are in progress.
- Goal 2.2: Using principles of user-centered design, the Library Services Platform (LSP) Implementation
Team will implement Ex Libris Alma and Primo
- Status: Complete. Ex Libris Alma and Primo was implemented in summer 2022.
- Goal 2.3: Collaborate with library staff to prioritize division technology needs with increased
support from the Office of Information Technology
- Status: Complete. MC Library Technology and Systems plan has been developed.
- Goal 2.4: Working with faculty, librarians will create, maintain, manage, and expand asynchronous
digital learning tools to increase student information literacy learning
- Status: In progress. Redesign of research skills guides is complete. Additional efforts are in progress.
- Goal 2.5: Provide continuity for online services after the return to the physical campus, including
online information support, information literacy instruction, e-textbook adoption,
and other resources and services, and expand and increase the library's virtual services
to support the Virtual Campus
- Status: Ongoing. Hybrid textbook model, e-preferred collection development, updates to instructional scheduling and hybrid service models were all completed in FY22. Additional efforts are ongoing.
FY23 Priorities:
- Access Services goal: During fall 2022, the Leganto Implementation Team (LIT) will draft an implementation timeline to present to library stakeholders. The LIT will also review Leganto features, technical requirements, and adoption criteria as part of the implementation process. A final decision will be made by spring 2023 whether to move forward with adoption and implementation.
- Resources and Collections goal: Participate in Alma Analytics implementation and training to create data dashboards in support refined technical services operations and collection development; to this end, establish e-textbook program selection criteria based on adoption and usage data trends.

Develop a culture of ongoing purposeful library assessment and data-driven decision
making
- Goal 3.1: Assess course instruction to create a better understanding of what students need
and how we can better respond to student instructional, learning, and information
needs
- Status: Ongoing. The Research and Teaching Assessment Task Group, as well as all liaison teams, completed assessment projects. Additional work is ongoing.
- Goal 3.2: Implement a User Experience (UX) Framework to better understand the behaviors, expectations,
and needs of library users and evolve services and resources accordingly
- Status: Ongoing. UX Framework has been implemented. Two phases of RaptorSearch usability study are complete. Additional phase and other UX studies are ongoing.
- Goal 3.3: Collaborate with the General Education Standing Committee (GESC) to complete the information
literacy competency rubric revision and support faculty methods for implementing in
courses
- Status: Complete. Updated rubric was adopted. GenEd Spring Showcase speaker supported faculty implementation.
FY23 Priorities:
- Resources and Collections goal: Execute final phase of the RaptorSearch discovery services usability study, make recommendations, and implement interface changes
- Research and Teaching goal: Develop a bank of pre/post instruction assessment questions for students based on outcomes taught in our classes and the updated GenEd Information Literacy rubric.
- Research and Teaching goal: Each librarian liaison team will run workshops for faculty teaching GenEd courses to engage them in incorporating and reinforcing updated Information Literacy competencies essential for academic success and lifelong learning.

Library Advocacy and Demonstration of Value
- Goal 4.1: Expand the MC Library Communications Plan to investigate and support strategic advocacy
to demonstrate the library's value
- Status: In Progress. Fines and fees were eliminated on open-shelf items, with an accompanying marketing campaign.
- Goal 4.2: Develop strategic partnerships to position MC Library as an essential part of the
College's academic mission
- Status: Not Started.
FY23 Priorities:
- Library-wide goal: All library divisions will focus on library advocacy, demonstrating the value of our services and resources to internal college partners and external stakeholders. Target audiences will be all library users, including our community supporters.
- Research and Teaching goal: Each librarian liaison team will run workshops for faculty teaching GenEd courses to engage them in incorporating and reinforcing updated Information Literacy competencies essential for academic success and lifelong learning.

Library Space Planning
- Goal 5.1: Continue to modernize and advocate for evolving library spaces that address changes
in scholarship and learning
- Status: In Progress. Additional funding was secured for the Takoma Park/Silver Spring library renovation. Construction begins in January 2023.
- Goal 5.2: Respond to user needs through ongoing assessment strategies to ensure we create inclusive
and sustainable spaces that foster collaboration and creativity, and library users
feel welcomed and empowered
- Status: Not Started.
FY23 Priorities:
- Director's Office goal: Review the previous ethnography studies for the Rockville and Germantown campuses and provide updated recommendations for future library space planning and renovations
